According to the Housing Element Law issued by California Department of Housing and Community Development, each local government, including Alhambra, should adopt housing plans to meet the housing needs of all Californians. 

According to the "Alhambra Housing Element" document, the city of Alhambra was looking to this plot on S. Chapel Avenue to potentially develop low-income housing. Therefore, as homelessness has rapidly grown in LA during the past few years, we created the Chapel Proposal, to propose a feasible plan for Alhambra to provide housing for individuals in need, as well as successfully uphold the Housing Element Law.
