According to the Housing Element Law issued by California Department of Housing and Community Development, each local government, including San Marino, should adopt housing plans to meet the housing needs of all Californians.

In the 2021-2029 San Marino Housing Element report (adopted Feb 9, 2022), the City of San Marino referred to Stoneman as a possible site for non-profit organizations to partner with the City to develop more affordable housing. Therefore, as homelessness has rapidly grown in LA during the past few years, we started our Stoneman Project, to propose a feasible plan for San Marino to provide housing for individuals in need, as well as successfully uphold the Housing Element Law.
